It is an installer to get an installer, meaning that when you run setup.exe, it will download the real multi-gig Dragon installation software in the background.
How and from where can I download the real installation software? I know that setup.exe will do it for me, but it won't make the downloaded full installer file available to me after it finishes. I want to permanently have a copy of the full installer. There are various reasons why I want this. One reason, as someone explained on a separate post, without the full installer, you cannot use Windows control panel to do a 'Repair'.

The representative had two suggestions for getting the full installer. One is to get the backup disk (which they are able to submit the order for us, even if we did not select getting the disk during the original order).
The other approach is to call their online group at 888-372-1908 (select option 4 for download issues) and ask them if there is a way to download the full installer file. According to an email I have received from Nuance there is little point in me acquiring the backup disk because according to the email from their customer services here in the UK. The backup disc only contains the 50MB installer and there is absolutely nowhere that I can download the full 3.5GB full install because it hasn't been made available. According to them the only installer I will need is 50MB in size. So it would appear I'm not going to be able to put it onto DVD and I better pray I don't ever lose the 50MB installer. I've certainly learnt my lesson I will not buy from Nuance direct ever again. Attitudes like theirs encourages P2P file sharing in my humble opinion.

I suggested that Lunis did it as it would make downloading his full installs from his own servers so much easier putting less strain on the system. I am sure that there are a few pundits on the forum who would know how to do this. P2P was a great idea but unfortunately it has a bad reputation. I first encountered during the looking for extraterrestrial life system that harnessed the spare CPU and bandwidth uses of hundreds if not thousands of amateur enthusiasts. I would be happy to leave my bit torrent software running if somebody like Lunis agreed that it was a viable proposition.

I am located in USA. I'm guessing Nuance has a different attitude towards its UK users because my email definitely states the DVD will be in the form of a CD with only the 50MB installer on it. However for me it is all academic now because the good people of KnowBrainer have come to my rescue.
